ISE WebPACK 7.1i is available by using either the WebInstall technology (recommended) or the conventional single file download.
Simulation support for ISE WebPACK still requires you to download the MXE-III module at the bottom of this page.

ISE WebPACK WebInstall
WebInstall is a Xilinx developed program that will quickly download and install only the files needed by the families and tools you select. Just download and run the WebInstall program and select your desired installation. The current Service Pack will be installed automatically at the same time. WebInstall allows you to resume your ISE WebPACK download at the point of disconnect should a network problem occur during your download.

* Important: You must be logged on as 'root' in order to install cable drivers on Linux
